作为国家治理的基石，基层治理现代化的内在逻辑在于党的领导，这既是历史逻辑的启示，亦是现实逻辑的需要。就基层治理现代化的具体细分领域——小区治理现代化而言，关键在于党建引领。党建引领小区治理，是政治引领，也是思想引领与组织引领。尽管合肥市在这一进程中取得良好成效，但仍然存在组织功能不充分与运行机制不畅、治理主体协同难与矛盾调解机制不健全、公共服务供给不足与居民需求不匹配等结构性现实困境。未来,合肥市应深化党建引领核心作用、完善创新机制、强化服务效能，从而精准接榫民生需求、提升小区居民幸福感与满意度、实现构建社会治理新格局。

As the cornerstone of national governance, the intrinsic logic of grassroots governance modernization lies in the leadership of the Party, which is both a historical imperative and a necessity of contemporary development. In the specific field of community governance modernization, the key lies in Party-building-led governance. Party leadership in community governance provides political guidance, ideological direction, and organizational leadership. Although Hefei has achieved notable progress in this process, structural challenges persist, including inadequate organizational functions and inefficient operational mechanisms, difficulties in coordination among governance actors and an underdeveloped conflict mediation system, as well as mismatches between insufficient public service provision and residents' needs. Looking forward, the city should strengthen the core role of Party-building leadership, improve innovative mechanisms, and enhance service effectiveness to precisely address livelihood demands, increase residents' happiness and satisfaction,and build a new pattern of social governance.
